Overview
Pifkí-qëfë Bî was founded durring the early 9th century, by Hoůth́ Glesh. The establishment of Pifkí-qëfë Bî was somewhat plagued by a lack of willing colonists, leading to Hoůth́ Glesh electing to pay people to resettle in Pifkí-qëfë Bî.
Pifkí-qëfë Bî was built using the conventions of Iron Elven durring the early 9th century. Naturaly, all settlmentss have their own look to them, and Pifkí-qëfë Bî is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Pifkí-qëfë Bî is is constructed arround a series of spacious worn bedrock mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town lacks any defencive features, though certainly constructing even a simple fence or digging a ditch is at the forefront of the 's mind. At least, one would hope so.
Pifkí-qëfë Bî has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Pifkí-qëfë Bî ’s existence has dried up and the town is drifting down the stream of history as it dries up. The people are clearly worried about something, and everyone is either wearing a weapon or has one close at hand. Your gut tells you it’s not mere fate which has caused this town to begin failing...
Civic Infrastructure
Pifkí-qëfë Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Pifkí-qëfë Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Pifkí-qëfë Bî's parks.
Pifkí-qëfë Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Pifkí-qëfë Bî.

Pifkí-qëfë Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Pifkí-qëfë Bî's grid is powered by mana accumulators.
Pifkí-qëfë Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Pifkí-qëfë Bî's natural decorations nor waterways.
Pifkí-qëfë Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes
Pifkí-qëfë Bî's chapel was built using a different architectural style from the rest of the town. The style used is inspired by the natural world, characterized by sinuous, sculptural, organic shapes, arches, curving lines, and sensual ornamentation. Common motifs included stylized versions of leaves, flowers, vines, insects, animals, and other natural elements. Decorative elements found on the inside and outside of buildings include intricate mosaic work, curved windows, and decorative trim work. .

History
In time immemorial, reportedly some time during the early 2nd century, Pifkí-qëfë Bî was attacked by savage trollss living nearby. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Pifkí-qëfë Bî lost 117 people, 204 livestock, and 84 buildings. The conflict ended after roughly 132, when members of Pifkí-qëfë Bî's militia enacted an operation to locate a specific noble. The operation was complicated by a key segment of the operation that deepened entirely on a stealth mission going perfectly. The conflict ended with a last stand against the enemy until a particular event occurred, which ended in a stalemate for Pifkí-qëfë Bî's forces. The war is remembered in legend by Pifkí-qëfë Bî's bards, historians, and legend keepers.
